Perhaps I have missed something but doesn't that mean those that are less efficient, i.e. take longer over individual cases, get more hours overtime?

I agree; however I am guessing that there is more than 1 rep in the team therefore the rep that drags his or her heals will get a better return per case than the others.

Or, if any of the team are unscrupulous, they will record their cases as having taken longer than they actually did; this will mean they get paid a higher hourly rate than others for actual work done.

It doesn't take long working in criminal law to become cynical

I guess they could do that. That way of paying people is so completely different that I'm pretty sure my firm would not go for that but it gives me some more of an idea of what to ask for.

Is there anyone in the South-West or another rural location on their firm's rota?
